Used US Army Boeing CH-47D Chinooks will be offered for sale on the international market, with all revenues being used to offset the cost to buy new-build CH-47Fs for the army.

Launch of the so-called Cargo Helicopter Alternative Procurement Strategy (CHAPS) has been delayed for more than a year after the Defense Security Cooperation Agency (DSCA) raised questions about whether the deal must be structured as a foreign military sale (FMS).

FMS transactions would require the army to seek a re-programming action to transfer the revenues to pay for new-build CH-47Fs, so it fought to structure CHAPS as a direct commercial sale, with payments directly transferred to Boeing.
