Paul Gaines, director of aviation for the city of Houston, Texas, has been elected chairman of Geneva, Switzerland-based Airports Council International (ACI). He takes over on 1 January 1996, from outgoing chairman Jack Moffatt, of the Federal Airports Corporation of Australia.
