It seems to me a little over-the-top that a zealous bailiff can seize an aircraft engaged on military charter work, not to mention being afforded access to a military base ("Cypriot creditor seizes Ukrainian An-124", Flight International, 24-30 August).

Somewhere along the line I feel the rules applying to seizure of such aircraft need to be re-addressed. Under the current structure, seize it at Kabul after completion of the military task. That may also serve to reduce the bailiff population a little.
