Congress began its rewrite of the statute renewing the mandate of the FAA, which by law it must complete by October. Transportation Department inspector general Ken Mead told congressional panels that a key FAA challenge is airport funding, because if airport construction grants continue to be used to pay for security enhancements, plans to build new capacity are threatened.
