Aeroports de Montreal has completed a $590 million financing programme, including a $450 million bond offering, to pay for the first expansion phase of its $617 million Dorval upgrade. Plans to build a Jordanian-Israeli airport to serve Aqaba and Eilat have been stopped. Israel is focusing efforts on building a new international airport 11 km (7 miles) north of Eilat in Evrona. The current Eilat airport has reached its operating limits, with most international flights to the city landing at the Uvda air force base, 40 km north of Eilat. The new airport will take at least seven years to build. Twelve local and international bidders have pre-qualified for a contract to build a 4,100m (13,400ft) runway and terminal at Abu Dhabi International Airport in a process overseen by UK consultancy Halcrow Group. Bids are expected to be invited for a separate contract to supply and install a fifth docking bay at Abu Dhabi for the Abu Dhabi Department of Civil Aviation. Aeroports de Paris is acting as consultant. The construction of the terminal building at Brac Airport, Croatia, is to be completed shortly. This follows the re-opening in December of Osijek-Klisa Airport. The UK government has given the green light to an extension of the Heathrow Express rail service to London Heathrow's new Terminal 5 and for an extension of the Docklands light railway to link London City Airport directly to the city centre.
