The Hong Kong Board of Airline Representatives is taking a 'harsh view'
of passengers who violate air traffic regulations by flying from Hong Kong to Bangkok and other Asian hubs to buy cheaper tickets to Europe. The Hong Kong Travel Industry Corporation will impose penalties on travel agents who continue the practice.
