The BFU accident report made 21 recommendations, including:

ICAO should change its Annex 2 and PANS Ops "so that pilots flying are required to obey and follow TCAS resolution advisories" regardless of ATC instructions before, during or after the RA until clear, and should never manoeuvre in the opposite sense to an RA;

manning at Zurich Area Control Centre should be increased;

airborne collision alert systems' effectiveness should be enhanced by automatically downlinking RA data to the controller;

to aid investigation, area microphones in ATC centres should record ambient sound;

there should be back-up communications to neighbouring control centres independent of the telephone links;

ATM service providers should actively operate specified safety management systems;

controller training in simulators should include ACAS procedure and crew-resource management during simulated ACAS events.
