International Launch Services’ Proton Breeze M booster launch from Baikonur on 28 February, carrying the EADS Astrium-built Arabsat 4A, has failed. The Breeze M upper stage shut down early in its second burn, stranding Arabsat in a useless orbit. It is possible that the satellite’s own apogee motor may be able to raise the orbit slightly, but an $180 million insurance claim is expected.
