The US Helicopter Association International (HAI) is demanding worldwide action to curb misuse of surplus military helicopters. The International Federation of Helicopter Associations (IFHA) has also issued a policy statement calling for all national regulatory authorities to see that only aircraft which have been properly certificated are accorded that status. The IFHA, which represents the national helicopter associations from 65 countries, says that its statement is aimed at controlling military surplus aircraft in use with public agencies as well as with civilian operators, and Russian helicopters which are coming into the operating environment without full certification.
