Australia's Asia-Pacific Centre in Sydney, which is competing with another national company, Space Transportation Systems, to establish a commercial-satellite launch centre in Cape York, Queensland, has signed an agreement with the Russian-European Starsem consortium for potential launches of the Soyuz booster.
