As the Copenhagen climate change summit kicked off, a UK parliament transport committee published a report warning that the European Union's emissions-trading scheme might do little to promote low-carbon air transport, noting that so far the scheme has not cut emissions "beyond what would have occurred anyway". The committee added: "We are concerned that the [emissions-trading scheme] has an appalling track record."
