A move by the Bush Administration to more than double the airline ticket tax to pay for security has been blocked by a key congressional panel. Although the step could be reversed, house appropriators who set the Homeland Security Department budget sent a strong signal to the White House and, with their power of the purse, to other congressional panels. The panel's chairman, Representative Hal Rogers said: "We simply cannot and will not agree to place the fee on American travellers."
