The European Commission has initialled "horizontal" air service agreements with Lebanon and Azerbaijan, inserting a European-wide clause in place of the traditional nationality clauses in bilaterals signed by its member states. The two agreements, which Brussels hopes will be ratified during next year, follow similar agreements with Chile and Georgia. The ditching of the nationality clauses brings the agreements into line with a European Court of Justice ruling in 2002.
