Lynne Osmus has been appointed chief of staff to the US Federal Aviation Administration administrator, and Margaret Gilligan has been named deputy associate administrator for regulation and certification. Osmus was formerly director of the FAA's office of civil-aviation security operations. Gilligan has served in the FAA's administrator's office and was chief of staff to four administrators.
