In 1998 the Joint Aviation Authorities set up its JAA Safety Strategy Initiative to determine priorities for safety action. It based its studies on two approaches: the traditional historic approach involving past accident analysis and continuous monitoring of the present situation; and a new, predictive approach based on the fact that change has always brought risk with it, so it should be possible to determine where risks are likely to arise in future plans for change brought about by new technology and new operating techniques. The Future Aviation Safety Team (FAST) was set up to identify the areas of change which were likely to bring risk, what the risks will be, and ultimately what should be done to minimise them.
