In a bid for an international mandate in safety oversight, the International Civil Aviation Organisation (ICAO) is to assemble an unprecedented number of civil-aviation directors-general in Montreal, Canada, on 10-12 November. Some 135 states have signed up for the discussion on "a global strategy for safety oversight", out of a membership of around 180.
