The Israeli civil aviation authority has warned that the threat of shoulder-launched missiles against passenger aircraft is "clear and imminent".

The claim is contained in a document written by CAA director-general Amos Amir, which says that "the only way to tackle the problem is by equipping aircraft with countermeasures and enhancing the security measures around airports, including air patrols". According to Amir, $50 million is needed to complete the development and to equip the aircraft of the Israeli airlines with the system.

The Israeli CAA has begun the certification process of Elta's Flight Guard self-protection system for passenger aircraft to allow Israeli airlines to use it.
