Japan intends to fund a military-reconnaissance satellite programme in its 2001-5 five-year defence plan. The Government has given its initial approval to acquiring a commercial satellite for self-defence use, to avoid conflict with the ban on its military use of space. The Japan Defence Agency plans to form an Information Command in January 1997, to gain satellite-imaging experience.
