Construction of a controversial airport for the Japanese city of Kobe has finally begun, nearly 30 years after it was first proposed. The airport is to be built on 270Ha (670 acres) of reclaimed land, with a single 2,500m (8,200ft)-long runway capable of handling 20,000 flight movement annually. It is due to open in 2005.
