NATO members will complete a study by September on the pace and extent of the gradual process of NATO enlargement. Key elements of creating a new security architecture for Europe in the post-Cold War era include "a gradual, deliberate, and transparent process of NATO enlargement", and building a more co-operative relationship between NATO and Russia. The Clinton Administration is committed to "...expanding the existing zone of stability in Western Europe to Europe as a whole".
