Russia's Central Bank will order a second Kupon communications satellite from the Lavochkin company for launch in 1999. The cause of the failure of the first Kupon craft in orbit was related to faults in the "atomic standard in the onboard synchronising device". Lovochkin plans to develop a second generation Kupon-M series.
