The UK Civil Aviation Authority is confident that the next round of European Joint Aviation Authorities (JAA) regulations, known as JAR-OPS (1), governing the "self-audited" operation of fixed-wing aircraft, will be implemented on schedule by April 1998. The claim comes despite growing concern in the industry about delays to the programme caused by language-translation problems and questions relating to the adoption of the regulations as statutory law. Russ Bowey of the CAA's Safety Regulation Group, speaking at the 1997 European Business Air Show at London Stansted Airport, 13-15 May, says that it is the intention of the European Union (EU) to adopt JAR-OPS (1) as Community law by the deadline. It is unclear, however, how the regulations will be adopted in the 12 non-EU member countries of the JAA.
