Dr Bernard Loeb has been named director of the Office of Aviation Safety at the US National Transportation Safety Board (NTSB), heading its 100-plus aviation-accident investigators. Loeb, formerly head of the Office of Research and Engineering, replaces William Laynor, who is to retire. John Goglia is named a member of the NTSB. Goglia, with USAir of Boston, won the 1994 US Federal Aviation Administration/industry aviation mechanic of the year award. Robert Francis, NTSB vice-chairman, is confirmed as a member for a five-year term.
