Chicago O'Hare International's $6 billion expansion is on hold. The city suspended work on the World Gateway portion of the plan because the two major tenants, American and United Airlines, balked at further payments and instead urged that all work be focused on runway reconfiguration. This work has been delayed, however, pending final congressional approval.
