Oklahoma is positioning itself to become a dominant player in aviation research, says the state's Aeronautics Commission director Dana Batey. She is proposing a combined research programme bringing together government, academics and businesses. "The goal will be to target high technology research opportunities and identify and develop the in-state capabilities to compete for research assignments," she says.

The models she aims to emulate are those in Texas and California where state cooperation has given a boost in the surface transportation field.

"The proven record of these programmes could be transferred to aviation," she adds.
