Sir - The editorial "Regulatory fatigue" (Flight International, 1-7 November), augmented by pilots' views on P8, permits the reader only two possible conclusions.

The first is that pilots in different parts of the world have different physiological characteristics as indicated by the fatigue levels ascribed to them by operational and commercial experts.

The second is that there is no simple and efficient manner in which the various national and regional regulatory authorities can analyse and solve the same observed phenomena in an identical fashion.

Obviously, the first conclusion is false and the second one incorrect. In a single, global, civil-aviation system, however, neither of the two conclusions gives reassurance to passengers. With additional industrial interests on the part of the pilot community, the present situation is a mess.

This can, of course, be said about the present existing differences between Part 121 and Part 135 carriers. So we have one mess attempting to solve another. How reassuring - passengers just love safety issues decided by a court.
