As the Pentagon continued its Gulf build-up for a possible war in Iraq, it activated the first stage and lowest of the Civil Reserve Air Fleet, only the second time it has done so in the 51 years of the programme. The first time was in the 1991 Gulf War, when more than 35 aircraft were activated. Airlines expect no interruptions to scheduled service.
