The Romanian air force has selected the Elbit Opher autonomous terminal guidance system to turn unguided bombs into smart munitions. The Opher comprises a vane-stabilised passive imaging infrared or laser seeker , an image processor capable of autonomous target acquisition, a pneumatic canard actuator and a fixed, or foldable, tail. Romania will use the system on its Mikoyan MiG-21s, which also have been upgraded by the Israeli company.
