Russia’s federal industry agency Rosprom is drafting new rules for importing aircraft, says chairman Boris Alyoshin. “The document will have two key points: either a total scrapping of duties or reduced duties in exchange for technology,” he says. Russia imposes a 20% duty on Western aircraft, as well as VAT. Russian airlines have been clamouring for duties to be lifted, as their ageing Soviet-built aircraft are fuel-inefficient and are banned from many countries for non-compliance with noise regulations.
