Budget cuts in the $4.5 billion US National Polar-Orbiting Operational Environmental Satellite System (NPOESS) have delayed availability of the Northrop Grumman-built satellites from March 2008 to November 2009 for NPOESS C1 and from February 2009 to June 2011 for C2, and increased the programme's cost by $391 million.
