The recent furore in Australia over the Civil Aviation Safety Authority's (CASA) draft rulings on the operation of Cessna Caravans over water has unearthed some unusual by-laws. CASA requires seaplanes to comply with international maritime law. Under rule 33 (International Regulations for Preventing Collisions at Sea), the aircraft is therefore required to meet the following condition for signalling intentions to turn to port or starboard, reverse or (presumably) sink: "A vessel of 12 metres or more in length (eg amphibious Cessna Caravan) shall be provided with a whistle and bell."

CASA Top Kneddy: "Ah G'day mate. I see your new Cessna has arrived. Is she fully equipped?"

Captain Bruce Darling: "Oh yes. She's got all the bells and whistles!"
