Four US Republican and Democratic senators have proposed the Spaceport Investment Act, aimed at providing tax-free financing of spaceport construction and renovation. The act is intended to encourage private investment to modernise the USA's space infrastructure and to expand the country's launch capability.

The initiative is in response to the lack of sufficient US commercial space launch capacity. Although 70% of the world's commercial satellites are US-made, fewer than 40% are launched by the country. Much of the US commercial launch fleet is grounded pending investigations into launch failures this year, including a Delta III, Titan IVBs and an Athena 2.
