The UK Royal Air Force won the Training and Safety award for its Inspectorate of Flight Safety's human factor reporting system. The system allows air and ground crew to report instances of human error without fear of comeback.

The 'no blame' culture system was introduced in 1997, but it was in 1998 that it became established and the number of reports increased by 55%.

Lockheed Martin Tactical Aircraft Systems was named finalist along with Cirrus Design.

Lockheed was named for its development and flight testing of an Automatic Ground Collision Avoidance System for fighter aircraft. And Cirrus Design was recognised for obtaining US FAA certifications of the first general aviation aircraft - the Cirrus SR20 - to be fitted with an airframe parachute system as standard equipment.
