The US Federal Aviation Administration requires all turbine-powered business aircraft to be fitted with an emergency locator transmitter by 1 January, 2004. The new rule follows the 1999 discovery of a Learjet which crashed on approach to Lebanon, New Hampshire, three years earlier.
