After an 18-month delay the Joint Liaison Group has approved Hong Kong's bilateral with the US, leaving only two major bilaterals pending. Hong Kong has agreed deals with both the UK and Japan, but both still need approval, which is expected before Hong Kong's handover. The US pact expands third and fourth freedoms for both sides, and gives US cargo carriers limited fifth freedoms within Asia.
