The US Department of Transportation will present a plan to the White House at the end of this month to return Washington National airport to full capacity. It has not been decided whether general aviation operations, still suspended, will resume. National has been the focus of security concerns since the 11 September attacks. The airport was closed for more than three weeks following the attacks. By 1 March, National had returned to 77% of pre-11 September levels of commercial airline activity. The DoT's plan will include stringent security procedures.
