US President Clinton has nominated Gen Michael Ryan, now commander of US Air Forces in Europe, to replace Gen Ronald Fogleman as the USAF's chief of staff. Fogleman resigned after disagreement with US defence chief William Cohen over the handling of the terrorist bombing at the Khobar Towers apartment block in Dhahran, Saudi Arabia in 1996. Cohen says that the commander of the complex should be denied further promotion, and he has asked to be retired.
