US regional and domestic carrier Vanguard Airlines, of Kansas City, Missouri, has appointed William Garrett vice-president for finance and chief financial officer. He replaces Fred deLeeuw. Garrett was formerly senior manager at Ernst & Young LLP. Brian Gillman joins Vanguard as vice-president and general counsel, from law company Stinson, Mag & Fizzell, also of Kansas City.
