US defence officials say that the Raytheon AGM-154A Joint Stand-Off Weapons launched from US Navy Boeing F/A-18C/Ds missed their targets during the 16 February raid on Iraqi air defence radar sites because on-board guidance systems had too little time to adjust the weapons' terminal trajectory to account for the high winds.
