Russia’s state property ministry has proposed that the transport ministry should study the possibility of consolidating all state shares in civil aviation under the ownership of Aeroflot Russian International Airlines. The move would increase the state’s holding from 51% to 75% and give Aeroflot a virtual monopoly on domestic air travel.
