The US Department of Transportation can break down persistent barriers in the US airline industry, says the US General Accounting Office (GAO), by taking away slots from established carriers at congested airports and distributing them through a lottery system to new entrants. The GAO also recommends that the US Federal Aviation Administration award federal grants to airports which make gates available to new entrants.
