ICAO has adopted a security plan of action that will establish audits to be conducted of member states to identify and correct deficiencies in their security programmes between this year and 2004. ICAO's council also approved in principle a global aviation war risk insurance plan that would cap coverage at $1.5 billion per insured occurrence. The plan, which would last five years, will come into effect as soon as states representing 51% of ICAO's annual contribution agree to it.
