Aviation authorities should be wary of allowing into their airspace aircraft manufactured in the CIS countries but not registered in them, warns the International Federation of Airline Pilots Associations (IFALPA).
The Federation has written to the directors-general of all civil aviation authorities to alert them to what it sees as high-risk operations.
IFALPA says the aircraft types have good safety records when operated in the former Soviet Union, but outside it there is evidence they suffer from poor airworthiness oversight, lack of spares and engineering expertise, and may be operated by crews whose training is not monitored and whose licences may even have lapsed.
