Unconfirmed reports from Russia indicate that an accident in Kazakhstan involves a domestic service operated by local Kazakh carrier SCAT.
The reports claim SCAT flight 760 from Kokshetau came down near its destination, Almaty, and was transporting 15 passengers and six crew members.
No aircraft type has been given in the reports, which quote the Kazakh emergencies ministry.
SCAT's operations have included such varied aircraft types as the Boeing 757 and 737, Bombardier CRJ200, Yakovlev Yak-42 and Antonov An-24.
Nearly all Kazakh carriers feature on the European Union blacklist as part of a virtually total blanket ban on the former Soviet republic.
