Starting with International Space Station (ISS) Expedition 13 NASA will pay Russia’s Federal Space Agency (FSA) $21.8 million per US passenger for Soyuz launches to the ISS until 2011. The US space agency concluded a $43.8 million deal with FSA by the end of 2005 that would pay for Expedition 12 commander Bill McArthur to return to Earth in a Soyuz capsule and for Expedition 13 science officer Jeff Williams to go to the station on the next launch.
