Rudy de Leon has joined Boeing as senior vice president of Washington DC operations. He will also be a member of the executive council. De Leon will oversee federal, state and local government operations, reporting directly to the chairman and chief executive, Phil Condit. Maureen Brady is to replace Carolyn Ezzell as managing director of Delta Air Lines' Shuttle operation. Brady will oversee the day-to-day operations of Delta's northwest US shuttle operations, linking New York LaGuardia, Boston Logan and Washington National. Aerostructures supplier Vought Aircraft has appointed Steve Davis as vice president of Boeing commercial programmes. Davis will be accountable for all aspects of the programmes, including quality, schedule performance and profitability. Phang Thim Fatt, chief financial officer of Singapore Aircraft Leasing, is to also serve as deputy managing director, with immediate effect. Fatt will be responsible for administrative, financial, IT, treasury, human resources and legal issues. Singapore Airlines has named Koh Boon Hwee as non-executive chairman, replacing Michael Fam who recently retired from the board. Edmund Cheng Wai Wing, Fock Siew Wah, Ho Kwon Ping and Davinder Singh were all re-elected to the board. Singapore Technologies Engineering has named Tay Kok Khiang as president of its Singapore Technologies Aerospace subsidiary. Khiang replaces Wee Siew Kim, who will continue to head the group's London office and focus his attention full-time on the European market as president of ST Engineering (Europe).
