The National Business Aviation Association (NBAA) met US government officials on 15 July to discuss Department of Transportation and Federal Aviation Administration concerns about the practice of "piggybacking" privately owned Part 91 aircraft on commercial operators' Part 135 certificates to generate charter revenue. The NBAA says it will draft a series of white papers to educate the industry on this issue and the FAA will establish an education programme for its inspectors.
