THE RUSSIAN Government has issued a decree allocating roubles 17.76 billion ($3.55 million) to finance an agreement reached with Ukraine to acquire ten RS-18 (SS-19 Stilleto) liquid-fuel intercontinental ballistic missiles from Ukrainian arsenals.

In 1994, Russia received 14 "dry" (not filled with fuel) RS-18 missiles from an arsenal near Khmelnitsky in Ukraine. Agreement to transfer another 32 missiles was reached in December 1995.

The Russian Government has released the money for the first ten of those missiles, but neither the Russian SMF, nor Ukrainian military, have the money for urgent maintenance and de-activation.
