The commission investigating the 4 October accidental missile shoot-down of a Sibir Tupolev Tu-154 over the Black Sea has issued its report. It concludes that there was no aircraft failure, but that the crash was due to what is termed a force majeure. All 78 people on board were killed. The report has been passed to Israel (the country of departure) and the Ukraine (from where the missile was launched). On 7 November the Ukraine flew a Tu-154 over the same track and ran a computerised test on how the strike could have occurred. Sibir wants $10 million compensation.
