A US Federal Aviation Administration committee has completed an initial draft recommending the future regulatory status of fractional ownership programmes. The proposals will be laid out in a notice of proposed rule-making (NPRM) and submitted to the FAA in February.

The Fractional Ownership Aviation Rule-Making Advisory Committee comprises representatives from the business aircraft community. It was set up by the FAA in October to decide whether fractionals should continue to operate under FAR Part 91, which governs general aviation, be placed under the stricter Part 135 regulations governing commercial aircraft, or under a hybrid of the two.

The group will not discuss the recommendations until the NPRM is submitted.
